Yes, the theory tests consist of 70 questions, of which 5 of these are so-called test questions. The test questions are used by the Swedish Transport Administration to see if they are too difficult or too easy. These test questions do not count towards your total score. When the test questions are answered correctly often enough, they are used as real questions on future theory tests.
