To check that the power steering is working, pull the steering wheel, keep a slight pressure to the right or left, and start the engine. The power steering should work if you feel a slight pressure and that it immediately becomes easier to turn / steer the steering wheel when the engine is started. If it is instead heavy to steer and the steering wheel "chops", it is probably because there is dirt or air in the steering servos.
