If you have a consequential mindset, you keep in mind that there may be a risk of an accident before you decide to cross the street. So you look first. Consequence thinking is often developed through experience, and children have not had time to get it yet. There are also adults who are not yet able to make quick and responsible decisions in traffic, but it becomes mostly impulsive.
