A passenger is by definition a person who is transported by a craft and who, unlike the driver, crew and other personnel, does not work during the journey.
In a car, more passengers may not be carried in a car than it is registered for. Passengers must travel in the seats intended for passengers and technically passengers are counted as cargo.
