By law, all car owners must have motor insurance. It is illegal to drive on public roads without such insurance. The person who owns the car and the person who primarily drives it, they take out the insurance. Motor liability insurance pays for personal injuries to drivers, passengers and others. They also cover damage to other people's property.
But then they do not cover damage to your own car. For such damages, you need vehicle damage insurance. If your car is damaged in an accident caused by someone else, then that person will cover the damage to your car.
