Basic throttle means that you press the throttle lightly, so that you hear the engine rev up or see the revs increase and start rolling. It is used to avoid engine stalling when you shift into 1st gear.
On many newer cars, however, basic gas is not needed as they themselves start rolling when you release the clutch. So there is something that differs between different models of cars.
