A charging point means that the spot is reserved for electric vehicles. Or, as it is formally expressed in the legislation, vehicles that can be charged externally with electrical energy for the propulsion of the vehicle. It is therefore not allowed to park an internal combustion car or even an electric hybrid of the Prius type, as these cannot be charged externally with energy needed for the propulsion of the vehicle.
