First aid can be anything from taking care of small wounds and abrasions but also direct life-sustaining measures while waiting for an ambulance. These are the actions that the public performs and can be anything from keeping pressure on an open wound, to performing CPR.
Anyone, anyone, is allowed to administer first aid; it can be given anywhere and anytime. This is because quickly implemented measures that are taken can save life or prevent the injury or illness from worsening in an acutely injured or ill person.
In the event of a traffic accident, for example, it is therefore the public's responsibility, if necessary, to assist with first aid until an ambulance arrives at the scene.
